Insecure at last: the age of surveillance

Tailor-made, to suit your needs
Surveillance often works innocuously. Consider this: billboards equipped with small cameras that gather details about passers-by — gender, a rough estimation of age, and how long she or he looks at the billboard. The cameras, it is said, use software to establish that the person is a billboard-viewer, it then analyses her or his facial features like cheekbone height, distance between nose and chin, to judge the person’s gender and age. Race is not used as a parameter. Not yet, but the companies say that they can, that they will. These details are transmitted to a central database. The purpose is to ‘tailor’ a digital display of the viewer, ‘to show one advertisement to a middle-aged white woman,’ and another to ‘a teenage Asian boy.’ To sell products more efficiently. More rationally. It does not intrude on privacy, so the argument goes, since actual images of billboard viewers are not stored.
These billboards are similar to websites such as Amazon, described as the largest (virtual) bookstore in the world, tailor-made to assist the customer, her needs and interests. I visit the website to look up books on feminist theory, I am shown bell hooks’ Feminist Theory: From Margin to Centre, along with, Ain’t I a Woman: Black Women and Feminism, also written by her, one that is, so I am told, ‘Frequently Bought Together.’ Simultaneously, five other products are displayed, that Customers Who Bought This Item Also Bought. The Surveillance Society
Surveillance, as a growing number of Western writers, journalists, artists, academics and human rights activists keep reminding us, is no longer ‘the future’. In the words of Henry Potter, London editor of Vanity Fair, ‘we are already at the gates of the surveillance society.’ According to a group of academics, writers of A Report on the Surveillance Society (September 2006), it exists ‘not merely from dawn to dusk,’ but for twentyfour hours a day, seven days a week. It is systemic, expressed not only through supermarket check-out clerks who want to see loyalty cards, or the coded access card that allows one to enter the office, or CCTV (closed-circuit TV) cameras, which in Britain, are ‘everywhere.’ A CCTV consulting firm puts the number deployed at more than 4 million, nearly as many as the rest of the world combined, minus the United States. The report’s authors write, ‘these systems represent a basic, complex infrastructure which assumes that gathering and processing personal data is vital to contemporary living.’ Surveillance is, in their words, a ‘part of the fabric of daily life.’
They write, it would be a mistake to think of surveillance as ‘something sinister, smacking of dictators and totalitarianism,’ or as ‘a covert conspiracy.’ Instead, it is the outcome of modern organisational practices, business, government and the military. It is better viewed as the progress towards efficient administration, as a benefit for the development of Western capitalism and the modern nation-state. Four hundred years ago, rational methods began to be applied to organisational practices, to ensure that the new organisations ran smoothly. It made informal social controls on business and governing, and people’s ordinary social ties ‘irrelevant.’ The growth of new computer systems after World War II reduced labour intensity, it increased the reliability and the volume of work that could be accomplished. Subsequent growth of the new communications system, now known together as ‘information technology’ (IT), is related to modern desires for efficiency, speed, control and coordination, and is global.
Capitalism’s push to cut down on costs and to increase profits has accelerated and reinforced surveillance. This, accompanied by the 20th century’s growth of military and police departments, and the development of new technologies, has improved techniques of intelligence-gathering, identification and tracking. Surveillance thus, has become part of being modern.
It is undoubtedly two-sided. It has its benefits: it helps deter traffic violations, tracks down criminals, medical surveillance programmes provide necessary information to public health authorities etc. But, the authors warn us, there are things that are ‘seriously wrong’ with a surveillance society. Large scale technological infrastructures suffer from problems, equally large in scale, especially computer systems where a mistaken, or an imprudent keystroke can cause havoc. For instance, twenty million ordinary peoples’ online search queries from AOL were released for ‘research’ purposes in August 2006. The names of identifiers were not tagged, but connecting search records with names took only a couple of minutes. Corruptions and skewed visions of power, not that of tyrants, but of leaders justifying extraordinary tactics in exceptional cicumstances, such as the endless ‘war on terror,’ can be disastrous. Many Muslim Americans have been branded as unfit for travel, or subject to racial profiling. Surveillance systems are wrong on three other counts: they are `meant to discriminate between one group and another’, as recent trends show, distinctions of class, race, gender, geography and citizenship are being exacerbated and institutionalised. Second, it undermines trust, something necessary to social relationships, breeding suspicion in its place. When parents start to use webcams and GPS systems to check on teenage childrens’ activities, or spouses check each others’ suspected infidelities, it speaks of a ‘slow social suicide.’ And third, surveillance systems associated with high technology and anti-terrorism distract us from pursuing ‘alternatives,’ from paying attention to larger and more urgent questions.
Fear internalised
Caroline Osella, a contributor to the ASA (Association of Social Anthropologists) blog discussion on recruiting anthropologists in the ‘war on terror’ (through the Human Terrain System programme), wrote of a personal experience that illustrates the ‘state of paranoid anxiety’ that grips people. As the mother of an 11 year-old, she had gone to a school meeting for parents to discuss a planned residential adventure school trip. She was astounded, she writes, to see parents not asking questions about activities planned, or practicalities like food, or other stuff to take along. Instead, questions revolved exclusively around security. School authorities were asked: ‘will an adult stay awake all night to monitor that kids are safe and not wandering?,’ ‘can the kids escape to the outside?,’ ‘can strangers get in?’ And she writes, incredible as it may sound, one father finally asked, ‘what guarantee can the school provide that paedophiles will not be able to break the perimeter fence and get into the site, where the kids will be sleeping unchaperoned in tents?’
It was surreal, Osella writes, to sit and listen to ‘reasoned and careful discussions’ of a totally fantastic scenario. It would be great, she says, to embrace some insecurity and uncertainty, and to accept the absence of ‘total control’ over our lives.
How does surveillance get naturalised? Mark Andrejevic, author of Reality TV: The Work of Being Watched, believes that reality TV has played a part in transforming American attitudes toward surveillance. Producers of early reality programs such as MTV’s The Real World (1992) had a hard time finding people willing to have their lives taped nearly 24 hours a day for several months. Now, thousands of young people form audition lines in college towns, ‘more people applying to The Real World each year than to Harvard.’ New generations, Andrejevic says, are growing up viewing television shows that let anyone see the lives of others recorded voluntarily. There are other reality shows too, like COPS, where police chases of criminals is filmed. Increasingly, he says, the results of surveillance are seen as `entertainment,’ as being within the realm of the public’s right to know.
The mass collection of DNA data, and ‘policy’ laundering
The introduction of the Serious Organised Crime and Police Act 2005 in the UK has led to anyone being arrested on ‘suspicion’ of committing the slightest offence. After arrest, the police remove a DNA sample, which stays on the police database, even though the person may not be charged. Increasing by 40,000 samples per month, the database has surpassed more than 3 million DNA samples, a fifth of which belong to people of African-Caribbean origin. Who owns these DNA samples? ‘Once a database like this is established, the authority concerned tends to regard the information as being in its ownership, to be exchanged without reference to the subjects,’ writes Potter. The British government admitted that it had passed more than 500 DNA samples (I wonder whose, Arabs? Muslims?) to foreign agencies. But when asked to which countries, ‘no one seemed to know.’ The chairman of the Nuffield Bioethics Committee, Sir Bob Hepple anxiously commented, ‘We didn’t have any legislation to establish the DNA database and it has not been debated in parliament.’
Western governments, it seems are devising new strategies to circumvent traditional ideals of civic liberty, based on notions of freedom and privacy (mind you, not in its colonies). Dr Gus Hosein, senior fellow with Privacy International says, ‘illiberal policies’ are pushed through international treaty organisations. The British government brought into effect communications surveillance policies through the European Union, and ID cards through the United Nations. ‘The government returns home to Parliament, holding their hands up saying ‘We are obliged to act because of international obligations’ and gets what they want with little debate.’ It is a strategy that has led to the coinage of new words: ‘policy laundering.’
Having originated in the West, these surveillance systems are gradually extending outside it, to control, regulate and limit the lives of people in non-Western countries.

Venturing Into The Impossible

“Oh you are going to take pictures? Let me put on my sincere smile. Don’t manage it all the time.” He chuckled, as he stroked his belly. I should have been awed by a man who had propagated the idea of the geostationary satellite. Arthur C Clarke was the author of one of the most significant books on science fiction, and has inspired the names of lost dinosaurs and spacecraft. I had not been sure what to expect. But he quickly put me at ease. “I’ll protect you from Pepsi.” He said, stroking the Chihuahua that curled up on his lap. “He fought a hound.”

I turned up at the designated time of 9:00 am at 25 Barnes Place in Colombo 7. I remember peering curiosly at the satellite dish through the bushes. Not too many people had a VSAT in their back garden in those days. Fittingly, it was the year 2001. I was in Colombo conducting a workshop for World Press Photo. I had also hoped to photograph Chandrika for my story “Women Leaders of South Asia”. It was going to be a busy trip. These are the times when you mobilise your friends into action. My friend Nalaka Gunawardene had arranged the appointment with Clarke. Chulie de Silva had finally pegged down an appointment with Chandrika. Sir Clarke was skeptical about my prospects for photographing the president. “Do you think she’ll see you at 4:30?” He said and then went into this funny tale of how Chandrika was always late, and always charming, going into great detail on the vegetarian meal the former president had served that day. The Science Fiction visionary was also good at short term predictions. Soon before the appointment, Chandrika’s secretary called to express her regrets.
He was childlike in his enthusiasm and insisted that I read the book on Polar bears he had just been given. Then he brought out the email by his friend Swarch the holography expert who had sent him 3D images, “including some nudes” he mischievously added. Then came out the hardback copy of Lionel Went’s book with original prints. The conversation flew in all directions. Blue and green lasers. Stereo images. Aerial photography. His ISDN connection. The Video Live Link which he’d used to communicate with Japan’s head of IT. “Must get Nalaka to get all these photographs scanned by you,” he said as he brought out piles of 35mm Kodachromes. We were like kids in a junk shop. It was hard to imagine that I was with the octogenarian king of Sci Fi as this genial man scurried around his large library. “Don’t go to the swimming club,” he suddenly said out of the blue. “It’s only for the posh. Until recently they didn’t allow natives.” I was flattered by the camaraderie.

Nalaka had asked me not to tire him too much, so I didn’t push the picture taking, instead we played that morning. Our workshop was taking place at the Galle Face Hotel. On the last day of the workshop, all I had was a public lecture. The flight was at night, so I had some free time. I had just walked out of the hotel onto the nearby roundabout when this red Mercedes pulled up. Sir Clarke wanted me to go with him to his club. I watched him play a vicious game of table tennis. Then we went back to Barnes Place and of course I took some more pictures. “Glad I won both games,” said a playful Clarke.

There were things we never got to talk about. His failed marriage. The Sunday Mirror accusation that he was a paedophile. He was cleared in the formal investigation and The Sunday Mirror later printed a retraction. He was to receive his knighthood from the Prince of Wales during the prince’s visit to Sri Lanka, but Clarke had felt it would be inappropriate given the scandals. He was made a Knight Bachelor later, on May 26, 2000.
Here was a man who had consistently come up with some of the most innovative ideas in modern telecommunications. The technologies he foretold have become integral parts of modern living. His stories have inspired entire generations. In 2001: A Space Odyssey as the supercomputer HAL is being switched off, with his logic completely gone, HAL begins singing the song Daisy Bell. One might see this as speech synthesis, but Clarke saw it as that twilight zone between humans and machine, as the human face of artificial intelligence. Nalaka and I were scared of losing the author’s insight. Despite having written over 100 books, and published over 1000 articles, the anecdotes, the wit, enormous wealth of knowledge, the joy of life of this remarkable man would disappear with him. This was the man who had believed, “The only way of discovering the limits of the possible is to venture a little way past them into the impossible.” Despite his youthfulness, he was getting old, and both of us knew the clock was ticking. He had wanted me to scan the photographs. We wanted to peer into his mind, for the stories behind the images.
Last year, while I was in Sri Lanka for another assignment, Nalaka arranged for another photo shoot. A slightly more official one. Pepsi had died. At ninety Clarke could no longer play table tennis. But his mind was as sharp as ever. That was the last photo shoot that Sir Arthur was to feature in.

I had asked him for two autographs. One for my friend Maarten of World Press Photo and one for my mother. My regret was not that I didn’t have one for myself, but that like so many unfinished projects, the stories behind those photographs he had wanted me to scan, will never now be told.
Fraud Band

She was mildly self conscious when I asked to photograph her, but a smile soon spread over her face. The telephone had connected her to her husband, a worker in Singapore. Salma, a woman in a village near Sonargaon in Bangladesh, had recently learnt to use the village mobile telephone, and it had transformed her life. Had this been where the story ended, it would have been a simple affair with a happy ending. Perhaps for Salma, it wasn’t significant that the technology that allowed her access to her husband, was one of many that allowed people in distant lands to tap her call, to add her to a database, to classify her as yet another consumer of products or a source of cheap labour for electronic sweatshops. For many others however, the wealth of new opportunities provided by globalisation, merely represents a wider net for global exploitation.
There are now many Salmas, and on the 14th August 2003, Grameen’s subscriber base reached a million. Greater than the total subscriber base of the government land lines. ISPs too pop up in many street corners, and though Internet telephony (VOIP) is illegal here, the service is openly advertised in convenience stores. In between the tangled wires on every street pole in Dhaka is the attractive advert: broadband, 24 hours, only taka 1000 per month. That’s about US $ 17. Not a bad price for broadband, until you realise that the definitions differ. The bandwidth on offer is 1K/sec, and breaks every time a storm, or a competing ISP cuts the cable, or when electricity fails (generally 2-3 times a day) at any of the relay nodes. No wonder many users call it ‘fraud band’.
The VSAT on our rooftop delivers 512K connectivity. A respectable speed, except that we expect to have 200 dialup customers, another 200 leased line clients, and maybe a few smaller ISPs running Voice over IP (VOIP) services and the ‘broadband connections’ using that bandwidth. That is the only way we can pay for the US $ 3500/month for staying connected. Plus a $ 3,500/64 KB/year license fee. An average user in the west would pay around 20 – 30 Euro for comparable access.
Even getting here hasn’t been easy. In 1994, when we setup Bangladesh’s first email service, we were using off-line email. Our server, a 286, and just one telephone line which we used for voice, fax and email, provided email connectivity to the world bank, UNICEF, major universities, and several organisations that are now ISPs. Since then the Net has been both a boon and a bane. It has been our lifeline to the rest of the world, and it has been the area where the government has attacked us the hardest. On the 27th of February 2001, we setup the country’s first human rights portal http://www.banglarights.net. The government promptly closed down all our telephone lines the next day. It took a lot of protests, to get the local lines back, but even now, we cannot make an international telephone call. Not using the government lines anyway. However, our VSAT on the rooftop, allows us an access that the government will not be able to stop simply by pulling a plug somewhere. Our e-newsletter reaches a carefully targeted 5000 worldwide, and a note saying the government was getting heavy would be immediately followed by a string of protests from fairly
influential organisations worldwide. So we walk a fine line, and continue to be subversive. On the other hand, the government’s lack of knowledge can be used (and abused) to find ways round the system. The import of the satellite phone by the BBC, which connects through Inmarsat, was allowed by the Bangladesh Telephone and Regulatory Council (BTRC), on condition that it not be used to make calls outside the country!
For the majority world, education offers the most effective route to take advantage of the globalisation juggernaut. And it is here, that the technological opportunities and the networking that accompanies globalisation, can be best utilized. Interestingly, the role models that seem to have worked best are those developed in the south, and it is only when the asymmetrical flow of information, which flows essentially from north to south, is replaced by south-south movement, that we will begin to turn the tide around. We started using the Net for education fairly early on, but activism and survival have really been the main driving forces behind our relationship with new media. An incidence of rape at a local university was being hushed up, and it was our presence on the Net that forced the establishment to arrange an investigation. The rapists got off with mild punishment, but it was the first time they had been challenged, and it has changed campus dynamics. It was our fragile network that allowed us to contact legal help groups and other activist organizations, when Taslima Nasreen, the feminist writer was under threat. It was the Net that kept us relevant.
The most interesting shifts have been in the area of media. With mainstream media coming under increasing restrictions, and the cost of publishing soaring, media activists have been taking to the Net to get their ideas across. A whole set of blogs, newsletters, opinion forums and activist sites have sprung up. Apart from providing an alternative space where points of view not palatable to mainstream media can be aired, these Net spaces have also become meeting grounds for the diaspora, who have until now felt excluded from the development process, and numerous archives abound providing alternative information sources.
The main struggle however remains between activists trying to make full use of a vibrant media, and a skeptical, fossilized and generally corrupt bureaucracy, that is deeply suspicious of what this media might do. It is reminiscent of the first time Bangladesh rejected the fibre optic cable that went along the Bay of Bengal, since the information minister was scared that ‘state secrets’ would be leaked out. A new rule in Bangladesh prevents CDs from being sent overseas, while the same data sent through the Net can be sent legally.
Our journalism school is trying to develop on-line learning modules, and we are hoping to start up a regional centre for investigative journalism that will rely heavily on new media for its success. There are interesting political implications too. Our latest plans for setting up a ‘public accountability site’, promises to be the most problematic for the establishment. The idea is to setup kiosks in poor neighbourhoods, which will provide information relevant to the locality that they can use to determine how public funds and other resources are being used. The government has promised such transparency, and we want to hold them to it. But when the public begins to sense how their resources are used, the trouble will start, and those who made the ministerial speeches, will be the first to shut us down. That too is a fight that we need to win, and we’ll use new media as our primary tool.
